We could do it as a clan tourney or just teams of people.

Here's my idea of the rules:
-Domination only. 200 point limit no time limit.
-None of the following perks: Scavenger, One Man Army, Bling, Hardline, Cold-Blooded, Danger Close, Commando, Scrambler
-Only Frags as equipment and only Smoke as Special Nades
-Iron Sights only (For Snipers, reg scope)
-Only sniper allowed is Intervention
-No camping (For the record, sniping is NOT considered camping)
-No silencers
-No Akimbo
-Killstreaks disabled
-Each team is limited to ONE person using a sniper rifle in each game. You cannot change your sniper in the middle of aa game, however, you can change them between games.
-No dropshotting
-No Grenade Launcher, Shotgun, or Heartbeat Sensor attachments
-Secondaries can only be handguns
-No glitching or hacking that affects the game (Prestige hack does not count)
-The host must be a 3rd-party (Someone who ISNT playing, just spectating)
-The host will choose the map
-Each team has a right to refuse to play on a map ONCE in the entire competition, this decision will be chosen by the team leader.

All entrants would have to donate Vbux to enter, and the winning team will have 90% of the donated Vbux split between them.

Anyone not on NGU who is participating doesn't have to be bought in, but if their team wins, their share of the Vbux will be split equally between the other members ofthe team

If I list what you can have I'd be here forever. FMJ is allowed. And yes it is somewhat like ProMod.

lol I agree with some the things you put like, no killstreaks, commando, no OMA, no grenade launchers etc..

But why no UMP? is it really powerful like the SCAR-H? or you just die everytime by it? lol i just can't find a way why UMP is not for pro, ALL SMG should be allowed. dropshotting should be allowed (thats for pros, if it pisses you) or jump should not be allowed? because i think that thats another "pro" tactic, i think i've never see any noob doing it.

If there is one sniper "allowed" only don't you think it should be for example one MP5 only, one P90 only etc..? why no No Akimbo? if it is perfect, the only thing that was overpowered were 1887 model with akimbo.

also if it is for "pros" why domination only? why not TDM and Search and Destroy or Headquarters?

Last but not least, why Hardline is not allowed if there will be no killstreaks? lol, see, you don't have to find the way to get the "noob things" out only, you have to try to balance it also, otherwise it will be messed up, also you're not allowing many things that are for pros, you're more in doing it like
"No pros, and no Noobs!"
