Depends what you're doing, most can be just level 1

Level 1.

Or level 4 for strafe run boosting.

Deepends on what kind of boosting your doing example :
Riot boost Lvl 1
Demo boost(just bomb running) Lvl 1
Demo boost with tacticle insertions Lvl 61(thats when you first get your tacticle)
or you can buy it with a prestige token.(recomended so you can start tact boosting at Lvl 4 after you prestige.
Ect just depends

You can pretty much start at any level, you just need to know how to do it.
Some boosters prefer people who have Tactical Insertion though, which is unlocked at lvl 61.
