I just downloaded it to try since it sounded good. I usually lock lobbies using the old YouTube/SpeedTest method. When I entered Data several times, put the speed at 10 and joined started an infected lobby, it would not start or let anyone join when it was just me alone. As I dropped the speed to 9 then 8, it began looking for lobbies but then raised it to 10 once more and it locked the lobby again.

In game, speed 1-9 did very little. When raised to 10 it did lag the game to the point of freezing it, and when dropped to 9 the game would continue but I'd lag back to where I was or would be all over the place, mostly dying, until the lag caught up lol...

Seems like it does work but mostly for Team Tactical. If you raise to 10, you can lock a Team Tactical Lobby to allow 4 people with 2 controls to jump in for boosting. Once everyone is in, you stop to let the game begin.

But to lock an infected lobby so that no one would join, maybe you do need to keep it running at lower speeds. When we'd TT Boost and someone would get disconnected, I'd lock the currect room by uploading a YouTube video. No one would be able to join meanwhile the video was uploading unless we invited them. But once the person gets invited back in, I'd stop the upload so the game won't lag. SO it just seems like you do need to be flooding data so people won't join mid game.

I've tried this step by step and still cannot seem to get it to work. People still manage to get in my lobby
Does the CPU running the Net Tools UDP Flooder have to be directly connected to the modem for this to work? Because I am on my laptop which is running on a WiFi connection. Please help! thanks

I don't need to do this, my internet doesn't let people in IF im Party Leader lol.
