get the game running with the n0drm release?
best to do that 1st, then you can try your modded files.

It runs fine if I make it an EBOOT, it runs fine if I change the dvar to scr_score_dom_suicide and don't change the amount of Xp, but when I put it to 30k, 60k, or anything else, it freezes and won't load.

make sure when your pasting the hex values, you paste write (ctrl + B)

I know that, but it just black screens. In the past 5 minutes I just made the clean 1.23 default_mp.self an EBOOT.BIN and I'm playing fine. Whenever you change the values 111D0-111DB it black screens.

not sure whats goin on, but thats the way i did it, works for us version

you can also try with a different perk_ dvar
