I think its just treyarch trying to show the capabilities of the electroshock device and how much it can help from the zombies

Treyarch just put them as a zombie (they can obviously do anything) and show you what it looks like for the zombies with the electroshock defences

it would be funner to play if some people could play as the zombies while others were trying to kill them.
