The damage isn't doubled though. He is referring to when the bullet makes contact with the wall/object it loses "damage". Although I do not agree with what was said in some parts it is right.
Deep impact gives deeper bullet penetration and increased damage when shooting through walls/objects (increased as in a higher amount of damage than if you did not have deep impact on).
The description is slightly misleading not damage is gained it is just the amount loss is reduced due the deep impact perk.
A bit complicated for you probably but I am sure a few of you will understand.
