I can't seem to sign in, fetch lists. Have tried typical rebuilding database, reset devices, router with no luck, searched google with no result.

I've just looked on the Playstation forum,.. have you tried setting up your connection again?

Im getting this error as well cant sign in to PSN or fetch anything. Ive tried everything rebuilding database etc. ive also changed my routers mac address and still no luck

The thread on the playstation Website is one year old. I am having the same issue and no idea on how to fix it. My friend had the same Problem and he waited for about two weeks. after the two weeks he was able to Play online again...

I have tried everything you tried too even trying to rebuild database by pressing and holding the power button til it beeps twice...

Its a ps network problem we're going to have to wait until they fix it
