Even then, Lets lower it to 100.. 100/8, I should be maxing out atleast at 12.5mbs anyone else have this issue too?*

I've port forwarded, changed DNS', changed my router's DNS, still no fix

Downloading it via torrent or direct download?
Could be a server issue for direct downloads and bad seeds if it's torrent

On my ps4 sorry I didn't mention it

If you're wireless it could be the issue due to obstacles blocking the transmission shit or w/e it's called if wired then maybe playstation store servers?

I'm not sure then m80 sorry. Maybe you ISP is throttling your download speeds.

I can download at 20mbs or so on steam and thats wireless

Did you gave your ps4 a static ip then allowed trough the DMZ?
