So there's a few things you can do. Try going Tools -> Import and Export Settings -> Reset All Settings. If that doesn't work you can try changing the theme

The idea of this section is to make it so they don't have to go googling through 500 pages. It would be beneficial for him to find his own way but he had already given up since he asked the question so there's no point in not helping him when he had already given up and came to this section for help.

Spoon feeding would be like asking for code and just giving that to him. This was a troubleshooting problem. Not even close to the same.

I do assist people here, when they ask questions related to programming...He asked a question about the UI of Visual Studio, just saying if people keep spoonfeeding stupid questions this section is going to get over-ran by completely offtopic questions.

Is the application related to programming, yes. It's in the correct section then. What's the harm in asking and if someone knows the answer then they'll reply. If not they will continue to browse the section. No one asked you to help him specifically. The question sections on the site are there for people to ask questions lol.
