I was wondering if this would run BF3 on ultra or on its max settings w/out a major decrease in FPS:

No that wont run BF3 on ultra. Sorry.

No offence, but IMO if you don't know if a 7970 will run BF3 on Ultra, I don't think you should be getting a 7970.
