If you have the Mac OSX 10.4 installation disk, you can choose to erase and reinstall the OS. (Complete tutorial here:

If you don't have the disk you can search around the internet for the Mac OSX 10.4 Installation Disk and I'm pretty sure you can find it.
I'm not sure which specific year your iBook was made but I am pretty sure that some of them can be upgraded to the newer version of OSX, 10.5 Leopard, which includes over 300 improvements from Tiger. Your computer might have this version installed; if so, you will need the 10.5 installation disk to do the same thing.
