It goes down which OS you choose honestly.
PC wise you want windows 7, because of easy desktop management and stability. Since about 90% of new laptops will come pre-loaded with the new Windows 8... which honestly is about the worst idea they ever decide to with how the new menu system works... just awful. You want a start menu? gonna have to be a 3rd party software maker like "start 8" to get the ball rolling.
Mac? I honestly don't deal with them because they are worthless piece of shit machines. The software is massively overpriced, every fucking accessory has to be specific for mac. It's just a nightmare. Only normal people who don't know shit about computer buy a Mac and gain cancer in the process. Fuck macs.
Linux/Ubuntu? Only tech savy morons use these operating systems. Has very few uses for normal users in general, stay away.
So in reality if you want to have a good time, and not a bad time. Get a Windows PC. Make sure you rip out all the bloatware they pre-install on the systems first. Install MSE/Windows Defender (Win8 version of MSE I believe).
