Do a barrel roll!
that's only one core, and GTAIV runs like sh*te on one core. (it isn't designed for them)
upgrade to a dual core or quad core CPU and you'll see Winky Winky

edit: holy shit, what made you think that the PC was good? it has a x4500... :/ good luck running games on that. (you might get some games to run, but your processor should be atleast dual core)

edit2: nevermind, I searched on the intel website and your processor is actually a dual core.
it's your epic failing graphic card (if you can even call it one) that stops you from playing GTAIV.

nope, the X4500 is an integrated card. I'm no expert on changing graphic cards tohugh.

no your processor is just fine, but intel GPU's are just awful for gaming.
as I said I'm no expert on changing integrated cards, google it maybe;

I'd learn how to build one. It's not too hard if you watch a few videos, and you talk to some people who did it before.

you aint gonna get shit without a dedicated graphics card, yours only has shared memory which isnt any good for games its just for simple things like flash games which take just about no memory to play, quite basically all in ones suck, if you want to play games get a gaming pc or get a comp built, i dont think all in ones can be upgraded at all when it comes to graphics cards,
sorry man
