Servers don't go down there is just restricted access to certain things like trading so that they can add a few players into packs (IF Players) so people use this time to put a low bid on something lasting around 10 mins in hope that the server will not let access to it until the 15 mins are up meaning that the auction has ended and you got a good player on the cheap.
