He probably has a PSN account that is put as the region of US, so he can use it on his account.
For instance, I could make a UK account right now, post a thread that I'm buying a UK card, someone will give me the code before/after paying, & use it on the account.
What else do you have in mind... (Jeff still gets first dibs if hes interested)
I would trade for a $20 CDN one ... lol

Yeah, another reason why people have two accounts from US & UK is because some PSN games are the exact same, but show up as different ones on the trophy list, such as Frogger Returns. So you can buy Frogger Returns on both the UK & US accounts and get all the trophies on both of them for the same stuff. So on the list it'll show up as (or something similar):
Frogger Returns - 100%
Frogger Returns - 100%
