Yeah but pancake is the host. He made this reseller account and sold it to me, cause he has offered me another account since he makes them.

He is not the host he himself is a reseller, he doesn't host with his own dedicated or VPS. He's a client from another person, the account system with WHM is complicated and I can't be bothered to explain but he's not the root user.
There's someone else whos the host, if this guy finds out theres people hosting things that go against DMCA laws then he'll shut you both down, he'll delete and terminate any clients any of you have.
He can get sued for having stuff like nulled scripts on an onshore server.

Oh sucks for him, well where can I become a reseller for offshore hosting than? Just like this to so it is unlimited and so I can make both hosting accounts and reseller accounts?

Lots of hosts can provide that and I used to then I just sold shared hosting. I'll see about putting up reseller packages but at the moment I have none and other hosts are expensive when it comes to 'Master Reseller' accounts.
