You cant get that stuff, Id advise that you dont sell this or at least not here. If this guy wants his ebay back he could get it back when ever he wants. You have to have the dob, security question and phone number or he will just get it back with one call or email to ebay.

Be aware that all the original owner has to do is call eBay and let them know his account got hijacked.. they'll take his info and either help him get it back or terminate the acc.
