If you have multiple accounts on your xbox, only the account that purchased the DLC will be able to play any DLC that you have previously purchased. As long as the licence is on your xbox, all accounts on that xbox can play any purchased DLC. Take away the licence, and only the account that purchased the DLC can play it.

Yes, you will still have everything, but your account will be the only account able to play the DLC. No other accounts on your Xbox can play it.

Nope they are free. You can only do them once a year though.

well now the information above is wrong you can now license transfer every 4 months and as a warning to everyone that this can result in a permanent suspension to both of the accounts involved

How can it result in a suspension? How would Xbox ever know?
