I had the same problem, DDO helped me, all you need to do is just simply delete the system32 folder it clears up a bunch of junk. and make sure your firewalls are up to date

Anyone with half a brain knows that you can't delete Sys32 while running windows unless you turn off @Echo in the command prompt.
And try defragging the hard-drive.
