This patent was filed in 1996. Just because someone files a patent for something doesn't mean it works. If it's a medical patent, the idea has to undergo testing before it's actually used. The patent is only for legal protection in case the idea does work, in which case the filer can profit from it without the risk of others claiming it as their own idea.
