Current theory can not explain for certan where all of the water came from, but it is agreed that it was not primarily from internal release.
Most theories believe it was from space impacts, especailly from some of the asteriod belts and comet impacts. ( now under further debate see below )
Where all of the water came from is still one of the big mysteries of the planets formation and subject to mostly theory alone.
