What would you guys see the best FREE website builder out there.

I am looking for the one with the most abilities, and i need:

• a fully customizable banner
  
• able to make a blank page to create a Roster on
  
• Forums
  
• at least 4 forum privelege spots (Admin - Moderator - Member, etc.)
  

Ive tried Enjin, Freewebs, and Forummotion, and wix.

Enjin - I dont THINK i can make a blank page
Webs - only has 2 forum priv spots
Forumotion - I dont THINK i can make a blank page
wix - cant get Forums

The site will look like shit if you use a website builder

thanks for the comments and unfortunately 10 bucks atm is too much for me. that is why i am asking if you know of the BEST FREE website builder. and i know they do suck but if i take enough time, i can make a DECENT enough one
