It's nothing like that. Firstly, unless the guy has photographic evidence, he can't do anything about the money, if money is laying around and no one nearby claims it within a reasonable amount of time (i.e. 10 minutes) it's as good as yours.
Nextly, there's a difference between dropping money, which isn't a common occurrence, and parking your car, which is. Claiming money that someone dropped is fine if you wait to be sure they're not coming back for it, but with cars, if you find one parked in town, it's pretty obvious that someone would lay claim to it, even after a majority of a day. There's no justification for stealing a car, you can't say "I didn't think they were coming back for it." That won't fly in court. There have been a few times that I've had the perfect opportunity to steal some pretty nice cars, but guess what? I didn't. You know why? Because I'm not retarded enough to even try it!
Finally, the bait aspect. I don't see your logic here. These cars don't brainwash upstanding people into attempting to steal it. The only people who would actually try to steal it would be the ones who would already be willing to steal a car. It's perfectly fair, it's just like that Dateline NBC where they use fake screen names to catch men who would knowingly have sex with a minor.
