Let's just say, you rule an empire.
If you were loved no one will want to kill you because they love you so much =D
If you were feared, no one will want to kill you because they are too scared of you =D

So would you rather be loved or feared?

Every leader is required to be both, loved by those he rules, feared by others. It is the matter of balance.

As much as I would want to rule it being loved, the only problem with being loved is that no matter what some people will hate you, because you cannot appeal to everyone.
But if you use fear to rule, you can always do worse and cause fear in EVERYONE, making a more stable government.
