Well this bill says the penalty could be up to five years of prison time. It defines illegal streaming as streaming ten or more times in a 180 day period. Furthermore, the value of the illegally streamed material would have to be greater than $2,500, or the licensing fees would have to be over $5,000.

Thats the thing the bill is still under work and and other things, So how do you think it will work?
Personally I think the law will be to sites like PUTLOCKER.COM and the users that upload the stuff to them to make money from illegally pirated movies uploaded to stream!

No, you misunderstand. It is illegal to smoke weed, every time you've smoked weed it was illegal when you did it. However if it becomes illegal to drink coffee, the coffee you drank last week could not get you arrested, however you could if you drank another one...

a criminal is someone who has broken a law , how can i break a law that has not yet been established? A War criminal is someone who has murdered a solder , who has committed treason , who has plotted to destroy something , etc . Which is irrelevant to what im saying . Yes, that's true, but as weed's been illegal in USA since 1930's and restricted since the 1860's you have NEVER smoked pot when it was legal (unless you qualify for medicinal marijuana which I doubt), so it's not even close to the same and you still missed the point that Pimp Master was making. Your original statement "by that logic smoking weed would be cool" is still bloody wrong. Pimp Master said that you cannot go to jail for committing a crime before it was a criminal offence to do so.
