US have 1.4 million active personnel and 1.4 reserve
Russia has 1 million active and 20 million reserve(they consider civilians soldiers defaultly)

You have to be joking. The US would most likely have the UK, France, and Germany to say the least. Russia maybe China, and North Korea.If we're talking all out those fit for service:
The US side would have available:
- 83,880,000 Troops, a budget of around $820 billion a year
- Most advanced tech
Russian:
- 343,056,000 Troops, a budget of around $188 bullion
- Difficult transporting troops
Take into account China would want to avoid going to war with the US as that means they lose out big time, then truthfully this isn't a war, it's a slaughter.
