We can run breeding program far easier on animals compared to humans. At the same time it far quicker to do so compared to humans.
At the same time for testing you need a controlled group.
Loads of science reasons why, not going to talk about ethical side of things

Sounds good but a silly idea.

Because Convicted criminals and death row criminals are still USA citizens we shouldn't take pride in that but they're entitled to their rights as a USA citizen and that's giving who CIA, FBI, Gov, Scientist permission to kill people, or possible torture of the tests go wrong. And if the CIA, Gov, Scientist, etc are allowed to kill what impression do you think that is going to send to us citizens. The Gov can legally kill people but we cannot.

Because the genetically modified lab rats are not protected under the Animal Welfare Act. That's why we can legally test on them.

I think testing on them would be cruel.. Being sent to jail is enough, getting products tested on them is another step further. I'm not for animal testing though, especially when they abuse the animals :(
