There's A LOT of bullshit fake conspiracy bullshit on the net about it. But, I found a video that explains some of it without any bs.. (except the very end of the video)..
So if you live on the East Coast, specifically FEMA Region 3, just watch this. It's not long and it's interesting..

I bet US troops would kill foreigners if they tried to kill US citizens. I know if some foreigners went around killing Americans I would defend my family til death.
