Because with all the customization and selection of kill streaks and fluency over all, it became an anchor point for Treyarch and other cod developers everything was gravitated round that idea.

Who knows the direction was already set in stone due to COD4.

Personally, I feel as if it wouldn't be modded to this day. People probably would have stopped at COD 4 and WaW but since MW2 was so fun to mod they started doing it to all the others. :p

Mw2 is memory when people talk about good cods sure there was mw1 but I mean it would be long gone

Im not sure , probably less modern and more classic styled or late on one cod like on advanced warfare release for this year or something like that . but a cod short. would mean probably black ops 2 would be the first modern warfare in HD.
