You can never fully blame anything on the president. The president is NEVER alone in his decisions. Half the time he doesn't even make the decisions himself. There's always someone telling people what to do. The president is just there as a supervisor basically. I wouldn't even consider him the boss. He's just there to take the blame when something is done wrong.
Except Bush.... He deserves what he got.

We only help countries that are of political interest. I've studied many years in military training and along comes with that political interest studies. The USA has one true goal, to continue to spread it's influence of democracy and capitalism (though we're a republic, I know...it's a brother of democracy). Though with that, we will always put ourselves as numero uno. We help countries though that have interest in us, and do help us in some way or another. By giving countries aid and protection, we in return receive cheap goods from their country. There are countries in Africa we have no interest in helping, even though they are trying to be democratic and want to overthrow the tyranical government in place, but they have nothing we want so we do little to nothing to help them. If Kuwait didn't have oil, you really think we would have helped them?
I'm not sure what Haiti provides, but it's probably like sugar or something similar. Economics and trade are a big part of capitalism, and it's what keeps this country a superpower (though right now, it's debateable if we're the #1 superpower). With the economics and trade, we keep our government, and therefore the people whom the government exists for and vica verse, in a global position of power. It's a two-edged front. Yes, we are a big brother country. We have the money and the labor forces and technology and labor forces and high education etc etc. We will help out smaller countries, but not to really further them, but to further ourselves by helping improve their country.

And btw, I like to think we have a good president now, who is just underachieving. He has become soft very quickly in some of his former stances, such as saving the enviroment.
Our last president wasn't soft, he was just stupid. Now we seem to have a president that isn't stupid, he's just a bit soft. Hopefully time will progress and change things, like his campaign slogan said it would. Oh, and to all those who said this current presidency made us broke...WRONG! The previous regime did. The current president is just trying this theory on how to fix it. And in theory, it should work in time. It's going to take more then just 1 year though.

One last thing...if you're middle or high school, you really don't have much of a clue yet. There is a reason why the minimun age to vote is 18.
