Wow that is amazing...well to me anything is amazing because I suck at this but this is really really good, I really can't make any suggestions cause I usually suggest to beginners.

I can't really tell what the background is too much, I'm just not feeling the LQ look and messiness of it.

Well when you have a blurred effect close to the guy with a lowered opacity it definitely creates a low quality effect. Somewhat 'pixely' and messy because you can't tell exactly what it is, and it doesn't blend the guy all too well which is what you want to try to do in a sig like this. (Just my thoughts)
