Not quite. A couple problems:
-You squished the stock. When you resize something, make sure you always does it in proportion (hold Shift for Photoshop, hold Ctrl for GIMP).
-I worded it badly, but I meant for the the entire tag to be desaturated except for the tires (you can duplicate the stock, use a simple Desaturate tool, and then erase over the tires)
-Again worded badly, but I wanted the text to look like it was underneath the guy and the tires. To do that, you want to position the text layer so a little bit of it is over the tires, and then erase just that bit that's on top of it. It'll give the illusion that it's actually behind it.
