With playstation plus you always could, the sad part is you can only cross-game chat other playstation plus users which there aren't many of.

Really? I have PS+ and haven't heard anything about that. Give me a link to prove it seeing as there has been no announcement of it.

That's news to me. Where and how do you access this because as far as I know it isn't an available option?
