The time is based on ZULU time, not your local time. Just send a car BEFORE 12am ZULU, and you can send one afterward.

I would only trade cars in the evening, and that is why I was blocked. Today I sent a car to a friend at like 3:00 PM. I sent another one just now at 10:30 PM.

So check what time zone you are in. If you want to send more than one, just send the first before 12:00 am ZULU. Then send the second at about 1:00 AM ZULU

Yes, but sending the car after 1:00 am GMT (a second time) would doom you to not being able to send another until after 1:00 am GMT the next day.
