I live in Houston, Texas, and it worked for me last night on 2 different accounts.
It all has to do with your time zone, and it's relation (I am -6:00 CST) to GMT. It takes a bit of understanding of ZULU time, but if you were in the military, this is easy stuff man.
If your clock is on EST (-5:00) at 5:00 PM it will be 12:00AM GMT. So if you live there, you can send a car BEFORE 5:00 PM, and then another AFTER 7:00PM.
If Sound_Man could chime in, he can verify this. I sent him a car at like 4:00 PM, then sent another from the same account at 7:00 PM.
Now the downside to this is yes, you get to send more than 1 car for that particular day, BUT you will not be able to send another until after 6:00 PM (CST BASED!) the next day.
