The SV98 uses either one of the bullets. The MK11 and SVD take 3-4 hits to kill (2 if with suppression specialization) to the chest. The SV98 takes 3 (2 with suppression) to the chest, as it uses the same bullet, but is fired from a bolt action, a little more powerful and accurate. The reason they are under powered, or so they seem, is because these soldiers are wearing all their combat gear, which means the velocity of the bullet is slowed down, even more so over distance. They don't kill at point blank because it is not a strong enough bullet to go through 5 inches of combat gear and skin/organs. It'll stop a well sized man in real life, but not kill him unless in the heart or head. A shot to the stomach or leg in real life will NOT kill you. The blood loss will. They can't or didn't account for blood loss in a game. The M40A5 uses a .308 (the equivalent to 7.62.56mm NATO FMJ (Full Metal Jacket Rounds)) seen here -

Suppression make your sniper rounds a one shot kill to the chest? I'll need to try this on my M98.
