This year Gamestop was the first to announce this. Firstly they claim your rewards will come in "waves", to be precise, four waves. The first wave is active now and features a limited edition two-sided poster, which has art on it designed by Treyarch and also has slogans such as "The Future is Black".

In addition to the poster, customers will also receive an instantly redeemable Prestige Token for the game Call of Duty: Modern Warfare 3, this can be spent in the Prestige shop for items deemed very rare and valuable, including Double XP. Customers that buy it as early as possible and pre-order during the first wave will automatically receive bonuses revealed in waves two, three and four. These will all be announced in due course.

idk about places outside the U.S. but you can just go to a local store and you can just pre-order black ops 2. They will give a poster, and a receipt with a code on it to redeem when Black Ops 2 comes out, I personally do not know how the wave 2,3,4 bonuses come to you but I'm guessing either through email or PSN message. They will also ask you if you want to be a powerup rewards pro member, it should be around $15-$20 but it's not really relevant and you can just deny them.

It's pretty cool to see stores engaging in pre-order bonuses, exclusive content, etc.
It'd be even cooler to see some developers do that towards not-as-known games, to get people even slightly interested, so they'd get a little more publicity.
