Change handling of some car in handling.dat wich is finded in PS3 HDD.
You can find some handling in google & youtube by typing "GTA IV Drift Mod" (w/ or W/o handling) you choose .

I think the onIy to mod the handIing [to make the car fIy , drift ,change suspension. aImost Iike Xbox 360 ISO Mods] is to buy the GTA IV DigitaI Copy, because onIy with this one you can see aII .img fiIe (handling.dat is situated in vehicle.img ) you will need some software to open vehicle.img and to open handling.dat also.
Or change the handling.dat from 1 that you've finded somewhere (lazy method)

is there anyway to get car mods on ps3 are just pc?

not that i know of but if there is omg i don't think i'd ever get off gta <
