No the tires are coded with the body. if you want to change the tires youre going to have to change the cars body which in turn just changesthe car itself so what would be the point.

Dont think its possible.. but im still not sure because im not a pro in Hex editing. Maybe others can give a better info on this 1

That looks like he put an F1, or similar, chassis under the Z/28 body to get those wheels like that.
