As far as I can tell it's just a decrypter so we would have to edit in HxD but that's better than what we have now, nothing.

Kinda like the exclusive to JBPS3 aspects of how things are now. OFW can have a CFW friend make them some cars so its not totally out of reach. Sorry but thems them benefits we get for taking the CFW step while the window was open. If you arnt willing to CFW then no live game modding.
