Sorry it's not much but i thought it'll be helpful,
No need for ps3tmapi_net.dll or ccapi.dll any more, just PS3Lib 4.3.
Note: You have to install CCAPI 2.50 on both PC and PS3 in order to use this tool for CEX.

That's weird i have ita also and it's working perfectly, then i guess you have to make your debug eboot by yourself and try,

After you have done installing it'll create context menu then just download PSN pkg from my tool and do like you see in the picture:
