It will allow you create tighter bends & longer tracks.
Also tracks that cross over themselves & go out of bounds (Glitchy)
Change theme, Track Width

How to Get the Track Files
You can get the track files from a rooted android phone
Or an android emulator with root access : You must login or register to view this content.
The track files are the .bin files located on the phone at path : data/data/jp.co.polyphony.GTCourseMaker/files/

There is also a modified version of the official Gran Turismo 6 Path Editor Apk at the bottom : You must login or register to view this content.

That's a shame but understandable. I used it often to change object sizes and place them in areas the TPE wouldn't allow, it's resulted in some pretty awesome tracks that wouldn't be possible otherwise.
An offline tool that could do this would be awesome.
