If what im understanding your on DEX 4.21 atm ?
and you want to go to 4.46 DEX so all you wanto to is go to im assuming your on REBUG ;
go to You must login or register to view this content. find 4.46 D-REX and just put in root of your USB like the following;

USB - PS3, UPDATE, UPDAT.PUP

So in the root of the usb folder called PS3, then folder in that called Updat then inside this folder the rebug 4.46 d-rex firmware you downloaded and rename it to PS3UPDAT.PUP

Then go to ps3 and install from USB WARNING MAKE SURE YOU HAVE NO DISC IN TRAY DURING THIS PROCEDURE.
