Ok im gonna make this quick,
Update ur OFW 3.55 PS3 to 3.55 CFW (of your choice...e.g. REBUG)
Then once on CFW, update to REBUG 4.21
Once on REBUG 4.21, refer to You must login or register to view this content. to convert to DEX.
