Has anyone tried this?
1. Sign up for PS Plus
2. Download a Vita pkg
3. FTP to download location and remove files (Place them on PC)
4. Let PS+ Expire
5. Copy pkg files back to offline PS3 and attempt to transfer pkg files
I don't have PS+ so I don't know the restrictions or anything that could block this.
I think I'll start by downloading a free game and attempting to transfer it offline, that would tell me if offline transfers are even possible.
I'll report back.
