It could be because someone is using your ip, I have two ps3 at home, and if both ps3 have same IP address and one of them is logged on it brings up the same error.

I'm doing it from laptop because I don't have direct access to my router. But I figured out every time it says that error I just Wait a couple days and it works again so it's all good!

Have you bridged your ps3 with your pc already?
