It could be your isp or sony is down, thats the only things i could find that are related to that error

PSN is fine, just try resetting your modem or something. Or if that doesn't work like the above users said contact your internet service provider and ask them if your internet is down or anything.

You can get banned on an ofw id if you are using it on a cfw ps3..
