Perhaps you are entering them incorrectly? Are your controller settings set to the original layout.

I also had this Problem, but I found a "fix". When it says "L1" in the Cheats press instead L1, L2. The same for R1/R2. Press for R1, R2.

For example:
Health Cheat: R2, R1, L2, X, lefft, down, right, up, lefft, down, right, up,
