This means PSN Servers are down for the moment. Reset your router, many people say it goes away after they reset it.

I did resetted it and many times. It's not my router or my ISP. Servers are not down, because my friends can play. And I don't think servers are down, because it was like since 12 pm

Try using a vpn if you still cant connect.
