We don't condone that sort of behavior on NGUs so you won't find any programs that do that here but what likely happened was he got your IP and then used some booter to boot you offline.

It's called booting, all I'm going to do is name the tool. It's called Cain and Able, you'd need to locate his ip and there are several that appear from the servers of psn and the game you're on. You can find tuts and such on it, I cannot give you the tool though. I believe that's against the rules.
